Its only been since 2007 that the law here changed so that people were no longer required to clean the path in front of their house. However most people still do it.

Together with neighbours we have cleaned the paths and used one car parking bay to heap up the snow ( their idea not mine).
I think in Germany it is still the law that you must keep the path in front of your house clear.

OK to clear it if salt is used to prevent freezing. Maybe not otherwise. Uncleared snow will have previous footprints in it that will stop feet slipping too far and prevent a possible a fall. I've walked out in the road a few times rather than walk on a cleared path because it looked too smooth and icy.
