The land that they are building on is 'disputed territory'
It was land that Israel gained in the six day war in a defensive war with Jordan who had occupied the terrory since 1948 .
During the 19 years of Jordan's occupancy there was no one whiff of saying it was Palestinian territory . ( in fact the Palestinians only took to calling themselves Palestinians in 1967)
Israel did not look for a war with Jordan and It was a costly mistake for Jordan who had occupied the West Bank quite comfortably but against international law for nearly 20 years .
So to say it's Palestinian land is not legally correct .
It is dsputed territory .
International law doesn't really have much standing .
Otherwise China would not be occupying Tibet
Saudi Arabia would not be decpitating people in the streets .
And other countries throughout the world would not be violating so called international law.
There are only four countries in the world that really try to enforce international law they are
The UK
The USA
Germany and Switzerland .
