Once upon a time trousers were made of two parts, one for each leg, and were tied or belted together at the waist.
Whereas a bra was always one piece. So no need for a pair.
Women had it right from the start!

JBR's one about 'pair of bras' reminded me about a pair of shoes. It was new shoe time for my daughter - I s'pose she was about 6 or 7. When it was time for me to pay for them, she thought the price was for one shoe, not the pair
