At the end of the day, sadly, a child has died - I really think the doctor should have seen the child. They now have this death on their conscience.
That would have been the case if the GP had seen the child and sent them both home saying there was nothing to worry about. But that didn't happen. It's not the GP's fault the little girl died but the GP was wrong to turn them away.
