How Stupid is this.

If the council has the money for the work in this year's budget, it has to be done otherwise the money is lost forever more.

It is the same with big businesses. Budgets are assigned to each department and that department assigns the money to various projects. If the money is not used up, that department is seen as being efficient and able to handle it's budget carefully and thus has it's budget cut the following year because upper management perceive it as the department able to work within budget the previous year they should be able to handle a reduced but the following year.

It was as teen in my first job where I heard the term 'Use it or lose it'.

A lot will depend on whether or not it compromises the workings of the medical facility.
If it does, it should be re-planned and rescheduled.
If it doesn't then it should be done, if it needs doing that is.

It is not as stupid as what happened when I lived in Yorkshire. The Council started resurfacing a road at one end and the Gas Board started digging a trench at the other. They crossed.

Wait while they start upgrading all the electricity supplies to accommodate the 'surge' of electric vehicles, no road will remain 'Undug'.....nightmare!

Oh, it happens all over the place.
We've had a number of unnecessary road works around here last year, some are even still ongoing.

It think much of it is the councils having a certain amount of money which must be spent by a certain date, or it would be lost.

It's the way this country works these days.
