Wrong again.

The 2016 turnout was in the low 70's % so what you probably mean is that the 48% who voted to remain was 48% of the votes cast.

If you now examine the voting patterns across the UK, and it's all there to be found, the regions with the lowest turnout had the highest "Leave" rate. They are also the "Leafy Suburb's" and towns and cities that have the lowest %age of non-immigrants, bogus asylum seekers and Corbynistra.

Thing is with psephology it's very important to use sieves carefully.

In regions with a low turnout/high leave preference the remainers relied on the sensibility of their fellow men not to vote leave, they didn't bother to show up. How disappointed they must have been in the intelligence of humans.
