Perhaps you should visualize the situation.
A large room, with 164 representatives, representing 163 individual countries and one is there on behalf of the EU.
When it comes to voting, the EU man puts up his finger, and UP! go 27 hands from the representatives of the countries united in the EU. On counting 27 hands from EU members are counted, together with those of representatives in cahoots on the subject.

It seems the wto and EU are in disagreement whether that finger of the EU man should also be counted as one vote. The wto wants to count it as an additional vote, the EU, modest as always, wants to count only those votes from individual countries.

Can you picture it in your mind?

Each member has one repesentative.

The EU is a member in it's own right

Each EU Country is also a member in its own right.

We are out of the EU so we have one vote.

The EU has one vote, however the 27 members of the EU also have one vote each.

They vote together, the same way.

So, in reality the EU has 28 to our one.

Votes are rare, it is done by consensus, but who is the boss matters, they have a lot of power over the Committee Memberships

It is like the Eurovision Song Contest, people vote for their mates.

The EU votes as a block. The EU is a single member- each member state is also a WTO member but they "loaned" their vote to the EU who votes on their behalf.

Very true.

Who gets the job is important to the UK.

Covid has changed things, Trump was getting more protectionist before the Pandemic and others are following because of it.
