It's an ancient English dessert from the 15th century. Back then a fool I believe was any cold creamy dessert.

Just a guess but lemon drizzle does just what it says on the tin. You drizzle lemon icing over and through the cake. Par boiled I'd guess used to be part but was just shortened to par or it might be par is French perhaps ?
