To keep them soft, dry them in a tumble direr rather than line dry. This is why hairdressers towels are always soft and likewise with the hospitals.

Top tip - by all means use the washing line to dry things. But, for things like towels which go "hard", when they are dry shove them in a tumble drier with a teacup of water and run it for 5mins. They come out soft and fluffy You have the benefits of fresh air drying plus minimising electricity use.

My father rescued a broken one from a tip, took it home and worked out that the only fault with it was a worn bearing. He fixed this by replacing a few of the bearing balls and it worked perfectly for another decade, under heavy use (he gave it to us and we had small children at the time, so you can imagine howw often it was used!). It eventually broke beyond economic repair since parts were no longer available.

This throw-away world we live in!!

Nor me, daft unnecessary device to clutter up the laundry, my clothes dry on the line in a couple of hours all year round. If it's raining just hang them in the car port.
