Sorry realist, but apparently you are not aware of the monistic system in the UK. Parliament as*legislative arm must have complete freedom to monitor the executive arm, the cabinet. Legally the cabinet, as the executive arm of UK government, has aknowledged honoring the commitments. That is binding.The parliaments ratifies the complete deal, but the fincial parts, in legally terms, are binding even if parliaments does not ratify the other parts of the deal.
