Very sad. If someone had just spoken to him then there's a good chance that he'd have had the impetus required to find a different way of resolving his mental issues.

What mental issues? Some people are just plain evil. This SOB appears to be one.

Such monsters are not mentally ill. There's an expression that is often used to describe such people. It's "rotten to the core".

The police on this occasion - probably never met a case of pure rottenness in the past and were unequipped to handle such monsters.

Alas. I was assuming that this was a one off incident. Apparently:

Unfortunately,you have to wait until something serious happens, or murder in this case..before the police will step in.
You have to have hard proof evidence.
Very sad in this case....
