If you compare the quota for the six species the parties agreed upon as being commonly managed, between 2020 and 2021 you will see that 4 out of 6 quota are reduced, not for herring and plaith.
By percentage norway has exactly the same amount in both years. For 2021 the remaining percentages are split between EU and UK. The split is different for each species.
