Not at all dumb.

Spacers are insulated brackets to keep the cables apart. They come in all shapes and sizes to suit the number of cables and the system operating voltage. Transmission isn't really my area but the ones I've seen have had several legs with a ring at the end of each leg through which an individual cable passed. That way, the cables can't touch each other.

In this particular case, the installation looked sloppy and antiquated.
