Those who prefer doing a download, rather than wait for MS to allocate as they please, might well already have this as optional/automatic downloads may be selected by user's hardware, etc.

No sign of any restrictions by skills, etc.

Have you seen the list of symptoms .....

There are at least 75 "fixes and improvements" .....

Only IT "pros" (or exes) will spend time cross-checking a list like that to see if the medicine is required .....

Most will start by typing in the symptoms (error messages), into a search engine, and the pointers will come up.
