Is it a 'Broom' (Cytisus) RS? Looks like it to me.
If so, I think you will find they usually bloom in springtime - April/May.
It looks nice and healthy and a good bit of colour for the garden.

The Pieris next to it is pretty too.
I've got one the same and it is lovely how it keeps changing colour isn't it.
