Sorry David but I am not keen on that kind of photography. To me is looks like the inability to take even a reasonable photo. I don't know why the photographic community have suddenly taken to do this kind of work

Why go to the trouble of getting a sharp expensive lens and expensive camera to produce this type of thing is beyond me

The only sort I would like to know how to do is where the water in a a river runs blurred .
I think it's a lovely effect

... whilst I don't understand why folk have a camera (expensive or otherwise) and never experiment with things like shutters speeds in order to create something like the above.

It's called a "long exposure" ... 1 or 2 seconds might be long enough, which is quite long considering your normal outdoor daylight shot requires something between 1/100th of a sec and 1/1000th of a sec. A neutral density (ND) filter helps too.
