Like a home search a warrant must be got.

You don't watch much TV, do you.
A home search warrant must be got by application, correct? As long as you can motivate your reasoning sufficiently a warrant will be issued, yes? Now all that is needed is justifiable suspicion. How difficult do you think that is to concoct? Do you contact a mistress? Have you ever viewed pornography? Have you ever (only for the purpose of curiosity) searched Google to see if bombs really can be constructed from manure, as is claimed? If so, your activity will either be flagged and/or noted. Any of it can be used (either directly or as suspicion/blackmail for further action) against you.
As I think Edward Snowden pointed out, e-posting, mobile telephone conversations, on-line discussion activity, etc. are all monitored, automatically. If you include a word such as “terrorism” (as I've just now done) this message will now not only be copied – but FLAGGED. It was probably already flagged the moment I wrote “Snowden”. I am certain there are criteria to what is needed for this post to actually be seen by human eyes and I can guess that there are a number of “hits” required before serious suspicion is raised. But then there are what are referred to as government shills who are probably nothing more than Secret Service Police wanna-bee’s (on a learner's permit) who pass on their suspicions about out-spoken people like our own U.J. (or even me) in hopes of actually helping to catch a real spy/criminal/terrorist. On the strength of being flagged (and fulfilling the right correlations) your main telephone service can then be “bugged” and eventually you can be issued with a home search warrant. In the end (it is my hope) you'd have to be quite a suspicious character before you'd be bundled up and whisked off to Guantanamo. But then there are people languishing away because someone was over-zealous in their duties …. and even for simply having been in the wrong place at the wrong time, such as this taxi driver Dilawar of Yakubi who was tortured to death for doing nothing wrong at all.
