Again: "could" not "will".
It is no certainty and AFAIK nothing definite has been suggested plus like all clauses there will be probably be a get-out, for example as with some insurances for all we know an "act of God" exclusion clause or similar might exist.

It's just more media blurb with little substance because it's all "could" and maybe's so far.
If it happens people can screech.
To do so now is premature.

If you leave it, you are likely to wake up and find it has actually
happened !! Or not? As is the case with brexit , if l may go off topic

We either donate to the bail out, or we ar liable to pay £80 million
in legal shyte ??
The only doubts of this happening that l can see is the fact that we

Still think it is a white elephant. Reliant on and vulnerable to many vagaries. Will passengers be eager to use the trains while any restrictions remain.
