Why doesn't the HO ask Comrade Compo if they can use his magic money tree?

Re: This is now Boring.

Cameron tried to get immigration under control by going to the EU and asking for the UK to apply their own controls. He was humiliated and offered nothing.

He then gave us a referendum on EU membership and we voted to leave the EU. People who say "we could control immigration anyway" should remember this.

Which prompts the question, as a member of the EU exactly what can we do without the EU's permission?
