This is fimed in a sanctuary in Costa Rica .

I have since found out on line that it has both good and bad reports about it .

That article is horrible. Why can't the authorities do something to shut that place down.

The authorities probaby couldn't care less .
Or more likely no crime has been committed
The same as in many countries .
Elephants in Thailand
Dogs ( and just about any other animal ) in China
Cattle and sheep everywhere .

However I am surprised at Costa Rica that depends so much on it eco tourism .
