It's a very old idea .. like the window tax, maybe from the late 1600's .. that's why even to this day there are still old houses with the windows bricked up.I thought it was an 'April Fools' joke put out by government but it is only going to concern people on housing benefit. Fortunately, it isn't something I've had to worry about.
Maybe it hasn't been mentioned because no members are on housing benefit.

Think you will find they are not paying a higher rent they are getting a higher housing benifit.
