Did you go on to disable it permanently in 'Services', as suggested at the bottom of the article you linked to?
I read it comes in as part of the HP Support Assistant. As fortune has it, I have an HP laptop computer that I bought second-hand. This came with Windows 8 on it but I upgraded it to Windows 10 and then clean installed Windows 10 to give the computer better performance. Still a bit slow but not too bad.
The relevant part is that after I clean installed Windows 10, the computer didn't need any extra HP software installing, such as the Support Assistant. Microsoft gave the laptop all it needed to run properly, including the fingerprint recognition software.
If you ever did feel the need to reinstall the OS, rather than use any restore procedure provided by HP, it might be better to download the Media Creation Tool from the Microsoft site and use that instead. There'd be no unnecessary HP extras then.
