Other ideas from Cummings include a regional cabinet so that departments are distributed around the country and spending on objectives rather than process. This would be a revolution in clearing out the mandarins in the civil service allowing a much stronger focus on delivering projects.
From what I have been reading, Cummings is against promotion to important roles within Science etc by those who don't even possess the relevant qualifications they would have to have outside of the Civil Service. Any serious mistakes made by these inadequate people then results in them never being held accountable as instead of being sacked or demoted, they are always quietly moved into another equal position in another department.
Cummings wants all this to stop. That is why he is advertising for qualified 'Geeks' and 'Weirdo's' and other clever Scientific types with proper qualifications to apply for Scientific positions. Good on him! He has also reiterated that if they are no good, they will be ''gone''. no mistake.
We have the odd thing of a Civil Service that remains in place no matter how many times the Government changes hands instead of as other countries do, when the outgoing Goverment goes, so too does every member of their staff.
This odd tradition of ours has led to the Civil Service becoming their own little empire with no sackings and being able to act as they wish.(Anyone still remember Cameron ordering them to act with non-cooperation towards the Leave supporting MP's during the run up to the Referendum?)
I hope Dominic Cummings does a complete sweep of the useless in the Civil Service. It is long overdue.
