What's all that about?
It's actually a misquote, and was really all about William of Orange, aka Silly Billy.

Like so many old powms and zayings, 'twas corrupted, probably due to the bad teeth wot a lot of the peasants 'ad in olden days.
Theym cudna zay Silly Billy but a-stead it cam out as dilly dilly.
