Before I came inside, I walked out to the dock (to the right of the photos) and called out, asking what was up.
The captain was friendly and explained.
Hints of the intended activity are in the photo.

Funny you say that!
This is a reasonably slow time of year for Coast Guard activities.
A patrol was one of my earlier hypotheses, but then it occurred to me that that was an awfully big ship just to be cruising this estuary and river.

Good guess, but no, this is an estuary, so dredging is a no-go here, and dredging is outside of the Coast Guard's responsibilities.
Dredging us usually contracted out to civilian companies.
