Students get 2 voting papers. One for their home constituency and one for their university constituency. They can legally only use one voting paper, but some vote with both. The archaic system we have is not good at identifying double voters. In the next election you can be sure they will turn a blind eye to them all. It will be a farce of an election.
Also, double voting should mean jail.
