My preference would be for a federal Britain with, say, seven regional parliaments, elected by a list system, with each parliament sending several (less than five) representatives to a federal parliament, probably based in Birmingham.
This would slash MP's expenses, as they would be able to go home after a parliamentary session. People would be represented by their neighbours, loosely at least. The SE-centric nature of Britain at present would be hugely reduced. The list system is a as fair and transparent system of PR as there. The party biased nature of it could easily be eased by having an independent list generated at random rather than party preference.

Come on people - what did they do last time?
But the referendum would only decide that we wanted the system
changed Ted? Once that was confirmed by the COMPULSARY
vote, so everybody is involved and none can say they did'nt vote!
Then the process to decide the type of system we want MUST
start!
Let the people submit their ideas, and take it from there, perhaps
you guys could start here on the forum?
Some of you allready have l know, and lve seen a couple of good
ideas recently on here!
Once our mandate for change has been given then whatever lot
is in charge at the time must instigate the organisation of the
processes needed!
