And what if it didn't work and his employees have either got other jobs on more money or don't want to come back to work ? He has to give them notice so they will just sit on their arse for another furloughed 4 weeks then get a job on more money somewhere else, like a lot of them are already doing.

The decision to furlough workers is made by the employer. If he furloughs them, he continues to pay them, and then claims it back from the government. If he then asks his employees to return to work, and they refuse, then, unless he is an idiot, he would stop paying them, and no longer claim the furlough money from the government.

Then he must not have been paying them enough to start with, and he is lucky they didn't find better payed jobs earlier.

If they refused to work, they would be breaking their contract of employment, and would not be entitled to any notice. They would not be on furlough any longer; the employer decides when furlough comes to an end.
