Surely, they could send the migrants all home and pay them the billions, as some sort of salary, to stay where they are!
Well, perhaps you should read article 155 of the withdrawal agreement.

Commitments toward the Trust Funds and the Facility for Refugees in Turkey
1. The United Kingdom shall honour the commitments it made before the date of entry into
force of this Agreement to the European Union Emergency Trust Fund for stability and addressing
root causes of irregular migration and displaced persons in Africa, established by Commission
Decision of 20 October 20151, to any future European Union Trust Fund created before the date of
entry into force of this Agreement, and to the
Facility for Refugees in Turkey, established by
Commission decision of 24 November 20152 and any amendments thereto adopted before the date
of entry into force of this Agreement
To explain this.
The EU Facility for Refugees in Turkey is the answer to the EU Member States’ call for significant additional funding
to support refugees in the country, and manages a total of €6 billion, to be mobilised in two tranches. The first tranche
serves to fund projects that run until mid-2021 latest (most projects will finish earlier).
The second tranche serves to
fund projects which run until mid-2025 latest (most projects will finish earlier).
So you'll be helping out for some years to come.
