so arrogant cocky attitude he has 'he needs to serve hes time -he took her on the boat ' without life jacket and a lot to drink ' only his word about the last few mins to her death

I wonder who's responsible for a boat passenger wearing a life jacket, is it the responsibility of the boat owner?
