Yes, that's the problem with technology, it can be used in all kinds of ways, both good and bad.
Bad that is for us in this example as being the consumer / tax payer.

Things have definitely come a long way since the Sinclair ZX80 in 1980. Who would have thought that in 40 years technology would be as advanced and used as it is today?

its just balancing the books, all the 80 pence's not being collected in litres in fuel duty will have to come from somewhere, there is no such thing as a free meal. Joking apart, the tariffs would really need separating because, the running of a vehicle could not be allowed compromise the budget for paying of a domestic energy bill.
