If you want a specific breed then the Kennel Club will be able to give you names of decent breeders too.

It''' just a live toy at that age, they haven't a clue about a puppy's needs, or how to treat it, nor when it is warning them to back off - and neither have the parents by the sound of it.
We know the pattern, the child annoys the dog, the dog bites the child and is then put down for being vicious. Mind you, when I see how some parents treat their children I am not surprised.
