Ha ha, I am not sure that is the reason, I suspect that NZ is the same, very few working people are actually on the minimum wage because awards cover most jobs, Certainly no tradesman or even semiskilled worker would be on the minimum wage as given in the OP. It really is a catch all wage for those who are not covered by an award or enterprise agreement.

For example here is the award giving pay rates and conditions for a delivery driver (as advertised in the OP), and employer can pay more but not less.

In the 1960s when the award for my trade was about $50 a week I was receiving a $112 over award payment. I fear those days are past but they were good while they lasted.

Ex shop steward here.
Negotiated wages and conditions.
The conditions were universal but wages were variable.
We negotiated basic wages, we did not stop individuals from trying to improve their own.

Had to be a union member to work there.

In the 50s, at AEI Trafford Park, with 25,000 workers, that meant "one out all out".

Strikes meant not paying your mortgage and were not infrequent in the early 60s.

They were about unions promoting their own interests.
My agenda was to benefit the members.
