Scrappage scheme

Long story short, granddaughters old Fiat is now a non runner, and it would cost more to put right than its worth
So she is looking for a new motor and scrappage schemes, the question being, does the car have to be a runner to avail herself of this scheme

Google is not your friend on this, but any info would be appreciated

Best thing to do is to find a car that she likes with a dealer that is doing the scrappage and ask if the car has to be a runner,
Just checked on the ford scrappage scheme it has to be
Registered by 31 December 2009
Euro4 rated or lower
Owned by you for at least 90 days
Trade in car must be scrapped
It makes no mention of having to run, although if it’s going to be scrapped I wouldn’t have thought so
