It depends on his background.
If he is from a foreign country, he should be returned as he is their problem. We don't want their cast-offs.
If he is a British citizen, he should be locked away for life, as he is a danger to civilised people.
Of course, neither will happen as Britain is now ruled by do-gooders.

Unless we are made aware of the circumstances under which this person came to be apparently unsupervised on that floor of The Tate we will not be able to lay the blame on a specific person or persons as I see it .What possesses an individual to commit such an atrocious act against a child none of us know? But elsewhere there were similar acts ,the one where a woman and child were pushed off a rail station platform into the path of a train springs to mind .
Clearly what's going on in the minds of these perpetrators is very worrying .

Think its being reported that he had mental problems and if let out he had to have two minders because he is a nutter
