I thought this might interest you: the EU is starting proceedings against Cyprus & Malto for selling "gold" EU passports.
Not against the country that started doing it (Latvia) or against the larger members like Portugal or even Greece or Bulgaria.
Oh no.
Against Cyprus and Malta.

Now I know you will say "but that's different" - and yes indeed it is but the basis for action is the same: EU rules being broken.

The EU has rules about being nice to neighbouring countries.
The EU has a clause in their treaties saying that any leaving member must be offered a deal with a view to future good relations.
Neither of these - so far - have been adhered to.
