Your point is wrong. Your own cited article states that trump is (only) one of the nato leaders attending the queen's banquet. So only table-talk.
In that meeting you are only one of several EU countries that are also in nato. EU doubles with nato, only usa is non-EU. And since trump want to withdraw from nato....
France has only been in nato for 10 years, so have a different take on nato actions.

NATO HQ is in Brussels, but that is just the political and admin bit.
SHAPE, the NATO Military HQ is just outside Mons.
The USA is not the only Non EU NATO Member.

Noticed that those nato members not in the EU are all (with exception of canada) trying to become EU members.

Canada is not the only Non EU Country in NATO which is not trying to join.
One Country is actually trying to Leave.
