Boris Johnson's spokesman refused to say if any of its findings will be published before Parliament's summer recess - which begins this Wednesday.

Delays to publishing the report have prompted speculation that No10 is paving the way for Ms Patel to be cleared of all wrongdoing.

Shadow Home Secretary Nick Thomas-Symonds said: “This is an outrageous attempt by the Conservatives to try and cover up the actions of the Home Secretary. The review is massively delayed, having been underway for over 4 months and now they are trying to get away with hiding the full report form the public. The Tories are treating the public with disdain and it's clear that they have something to hide. The review must be published without delay and in full."

The FDA union, which represents civil servants, said it was launching a judicial review to challenge Mr Johnson's decision to disregard a report in November that found the Home Secretary had breached the ministerial code.

FDA General Secretary Dave Penman said:
“As the union that represents many of the staff who work day to day with ministers, we cannot simply let this issue rest. Civil servants should expect to work with ministers without fear of being bullied or harassed.

Warm words from the Prime Minister have no meaning if the process for addressing those behaviours has been fundamentally undermined by his actions. His decision, which he said reflected the Home Secretary’s assertion that her actions were unintentional, also potentially allows ministers to avoid the consequences of their behaviour in future by pleading that it should be the intent of their actions which is important, not the consequences.

Our judicial review, launched today, would seek to overturn the Prime Minister’s decision that the Home Secretary's conduct did not breach the Ministerial Code. This is not about whether the Home Secretary should be forced to resign, that is a matter for the Prime Minister, this is simply about how the Ministerial Code is interpreted."

But, isn't this just typical of the unCivil Service's union? They don't like their Minister so they move heaven and earth to get rid of them and, when that fails, pick on the PM.

The civil service want Patel gone because they know she is onto them. They know under the bonfire of EU regulations there will also be a bonfire of quango careers and highly paid mandarins and wasters.

Sir Alex Allan, who quit after his bullying inquiry into Home Secretary Priti Patel was overruled, called for the role to be handed greater powers. He said there was a case for allowing the adviser to launch their own probes into members of the government. The current system risked damaging public confidence, he added.

At the moment, investigations into whether ministers have breached the code governing their conduct can only be launched by the prime minister.

As Boris Johnson's independent adviser on ministers' conduct, Sir Alex led an investigation into bullying allegations against Ms Patel, which she denies.

In November, he found she had broken the code, finding her approach "on occasions has amounted to behaviour that can be described as bullying in terms of the impact felt by individuals." However his conclusion was rejected by Mr Johnson, who said he did not think Ms Patel was a bully and kept her in post.

Ministers are normally expected to resign if they break the code - which the prime minister has ultimate power to decide.
