Yes, you're right.

The government, like most such bodies, is Londonistan-centric.

Many such people don't even know that there is a North of England.
They are aware of southern England, of course, but then there is an area that is either quite vague or even non-existent before they arrive at Scotland.
Yes, they've heard of Scotland!

Yet, as you say, the North of England is more in need of improvements to its transport infrastructure, especially the rail system, than anywhere else in the country.

I doubt they ever existed in the first place. Since most of the permanent way has 4 tracks from Euston to B/ham New St, surely it can't be beyond the wit of the timetable planners to be able to have, say, 1 train/hr run direct as a non-stop service. The existing line is about 110miles so that sort of service would take about 1hr 20mins to make the journey (about the same time planned for HS2).

You forgot about the ADDED VALUE of building a completely new
system Percy ??(nod nod! wink wink !)
