I agree too I would go further too and say we need to make people stop and help when they see things like this happening, you don't have to physically touch anyone but if the cars stopped and people honked their horns it may drive cowardly thugs like this away.

Am I correct in thinking that, in France, it is a crime not to go to the aid of someone in distress ?

Yes they should get life imprisonment and the prisons for that type of crime should be particularly horrible and life should mean life .
