Killed by health and safety

Two rail workers were sadly killed yesterday when they didn't hear a train coming because they were wearing ear defenders.

Surely this is the supreme example of health and safety going wrong.
I understand the need for ear defenders, high visibiilty jackets, safety boots, gloves and eye wear more than most as I work for the largest H&S workwear company in the UK, but surely now we have come to a standstill with how we use common sense in this area?
Basically I feel that in this particular case perhaps the rail company had an error of logistics in knowing when this train was due to be on the track where these men were working. Perhaps the men could have done their work at another time instead when the track was clear of transport?
Who knows? There will be a massive inquiry.

I'd put money on it being that a Watchman was missing.

I suppose the obvious question is why/who authorised the work on a track where trains were in service?

For sure Besoeker - I am thinking it can't simply be because they were wearing ear defenders - there has to be more to it than that.
