Dualist is where international laws are written into national laws as well as national laws being established within the country itself. A bit like treaties being written into local laws (as we saw with the communities act) and also national laws being written through Parliament.

No, only if domestic law needs to be changed in order to implement a treaty. A point not lost on you I suppose.

Is that where the EU dictators write their laws to supersede the laws of the member state?

No, as bread can explain that are directives and only apply on members, or on you during the transition period.
