trade negotiations have already started and set to be completed by the end if the year.

If Norway and the UK agree a joint fisheries policy this could mean the EU losing out big style to fishing Norways waters in favour of a reciprocal agreement between the UK and Norway based on zonal attachment - a policy already in place in Norway and part of the new UK fisheries bill.

It's so-called rollover of the deal with norway you now have as a (former) EU member.one of the many liam fox said he would have ready by the time UK left.

The UK won't be in the EU, which is why.

The bigger picture here is that Norway currently provides the EU with quotas on fish stocks which are used by Germany, Netherlands and Denmark (mainly) and in return, the EU provides Norway with quotas of fish from UK territorial waters (mainly pelagic fish, such as mackerel, herring, etc).

So, Norway will no longer receive EU quotas via the CFP (from UK territorial waters) and instead can receive a reciprocal arrangement directly with the UK, where Norwegian and UK waters are managed jointly between us. There can be a reciprocal agreement for cod, bass, pollack in return for pelagic fish for Norway and at the same time a managed fishery based on zonal attachment.

What the EU need to figure out is why it is in Norways interest to pay the EU huge amounts of money for access to the single market, when tariffs are already put on seafood products, while Norway gives away quotas of fish to the EU. Norway can deal directly with the UK for fisheries, trade, our financial markets, education etc without the need to deal with the EU at all.

Till now norway and the EU consulted and negotiated about TAC's and quota per species. Now they do in the presence of new, small, parties, england, scotland, wales, northern ireland (fishing rights are devolved). Or will the UK represent all of them?

The UK fisheries bill covers the UK as a whole, Solasch.

Regions can issue licenses etc but the overall fisheries is managed from the UK based on zonal attachment. With Norway, this means between us we control all the fishing around our coastlines beyond 200 nautical miles from the UK and then out again from Norway.

In fact, we would control most of the waters to the north of the EU mainland as well as the Gibraltar Straits.

The negotiations are directed at replacing, as far as possible, the EEA agreement which doesn't cover fisheries. The fishing aspects will have to be negotiated separately. That makes the bigger picture different.
