In Cali at least there are no id requirements for either registering or voting, just sign here. So fraud is essentially impossible to check or prove. Id should be required for both. Further, the registrars should be linked to a state database that can automatically cross-check registrations and cancel the older one if there is a duplicate (as shown by the id). For many years I was registered at my home address twice (first and middle names) - right there on the poll book every time. I kept reporting it to the poll workers but it took years to eliminate the duplicate. Could I have voted twice? easily. Would it have been caught, highly unlikely unless the poll worker actually knew me and my family.
