So it seems. Yet reportedly (according to the memoirs site) Thatcher was suspicious of them & saw them as a sign of ministerial weakness.
Later on Jo Moore, special adviser quit after declaring 9/11 was “a good day to bury bad news” in an email to her press office on 11th sept 2001 . Here is an extract of their official code of conduct :
"5. But special advisers must not:
ask civil servants to do anything which is inconsistent with their obligations under the
Civil Service Code or behave in a way which would be inconsistent with standards set
by their employing department;
authorise expenditure of public funds or have responsibility for budgets;
exercise any power in relation to the management of any part of the Civil Service,
except in relation to another special adviser; or
otherwise exercise any statutory or prerogative power. "
