I think I agree with this...Place any punctuation which does not belong to the quote outside the quotation marks (except closing punctuation if the quote is also the end of the sentence)

That's if you can understand it!!

I would, probably always, place any punctuation which does not belong to the quote outside the quotation marks .....

Depends on how sober the typissed is, too many bevvies may render the poster Punchuation Drunk.

Does anyone really know? Having read plenty of books in my life time, I have noticed all sorts of grammatical styles. Who is right, who is wrong? That fool James Joyce springs to mind, he just did his own thing but still managed to produce World famous books
