It's a decision made by the Valuation office Agency. Someone has posted them an FOI request asking for justification of the decision. One of the councillors there (who will have had access to the decision background) is being interviewed here by ITV :

I'm sure that, even after that TV confirmation of what all the papers have been reporting, there are some who will say "I have yet to see anything which lays out the reality of what has been done by the accused or the council. Too many lives being wrecked by scandal mongers!" .....
