It's the civil servants that ensure the continuity of policy over the varying government/politicians that pass by during the years. Ultimately they lead the country. The EU is not much different.
Therefore politicians like Juncker and Verhofstadt (from minor member countries) can be the mouthpieces of the EU (as long as they understand german).

Unilever are not moving head office out of London but are stopping

I think you will find that the reason they were moving offices to the Netherlands was a commercial decision related to the attempted take over by Kraft of America and nothing to do with Brexit or the EU.

The reason they decided to stay in the UK was pressure from their share holders because they would have had to sell their holdings in the 'city' and buy shares in the Rotterdam market. There is also worry about future tax treatment of Dutch dividends.

By the way London is not their head office, it is a joint one with Rotterdam.
