No, it really is confirmed as a terror incident carried out by a Libyan national called Khairi Saadallah. I'm surprised at some of the comments given this information was available when I posted last night.

No it wasn't "confirmed" ..... the quote is "Mental health is being considered a major factor in the incident, security source said."
