I think your confusing fishing rights with "access rights" which every ship has in all waters. That's why the Russian steam boats chug through the channel every so often and the press get all wound up.

Rights of access and safe passage do not give anyone the right to plunder fish stocks, for that you need to comply with UK rules. Licensing is different too - I suggest you go to the library and read about it, because I'm sick of explaining it to you.
Perhaps you understand this: you are mixing two ingredients into one potion. The right of british fihers to fish in british waters, and selling the right to catch the allowed quota.
If britain sets the size of quota, it is still those holding the rights who can catch the fish.

No it isn't it is those holding a license. It is then up to the UK to set the quotas and who gets what.

Stop making things up about fishing rights.

Gladly! I don't eat them.
But if the british prefer to eat the herring themselves, you can sell them on your internal market.

We would - there is a big market here for kippers. We just won't buy them from you anymore.

You can buy them from us, and pay your external tariff duty.

Thanks for the offer, but I think the dutch trawlers will prefer to catch the fish themselves, outside the UK's exclusive economic zone. Most fish species are highly migratory you know.

Britain and Brussels have each accused the other of holding up a decision on the City of London’s ability to do business in EU markets from next year, prolonging the financial services’ state of uncertainty about the future.
Michel Barnier, (sidelined? ) the EU’s chief negotiator, told the Eurofi financial regulation thinktank that the UK had answered only four of 28 questionnaires Brussels had sent seeking information about regulation of financial services.
“So we are not there yet”, he said. “We will only grant equivalences in those areas where it is clearly in the interest of the EU; of our financial stability; our investors and our consumers.”

There are concerns in the British government that the EU wants to delay a decision until there is clarity over the ongoing negotiations over a trade and security deal.
Barnier said he could not accept the UK proposals, which he described as seeking “the benefits of the single market without the obligations”.

The EU is panicking because we are already deregulating from the stupid EU financial services rules (amongst other things).

Just more empty threats and silly nonesense from the Guardian and Brussels.

The city is already making changes for the better.
